Sudan Ministry of Defense Issues Recommendations for Advancing Humanitarian Law Compliance.


Khartoum: The Ministry of Defense organized a workshop focused on the commitment of the Armed Forces to International Humanitarian Law in light of the current situation. The workshop resulted in a series of recommendations aimed at advancing the armed forces’ adherence to human rights and international humanitarian law.

According to Sudan News Agency, the recommendations include strengthening joint coordination to enhance the state’s role in protecting civilians and fostering peaceful societies. The workshop underscored the importance of the International Humanitarian Cooperation and Human Rights Unit, advocating for its significant role in addressing urgent security issues concerning women and children at various levels.

One of the key recommendations is the establishment of a specialized unit focused on the protection of women and girls, highlighting the importance of integrating the political dimension into protection issues. Additionally, the workshop emphasized the development of gender-sensitive secur
ity reforms post-conflict to address the societal impacts of war while ensuring compliance with international human rights standards.

The recommendations also stress the importance of raising global and regional awareness about the armed forces’ commitment to international humanitarian and human rights laws. Continued support for the International Law Unit within the armed forces is encouraged to enhance its capacity-building and training initiatives, especially given the current circumstances.

Furthermore, the workshop called for the creation of a regional institute specializing in international humanitarian law to provide training in peace-support operations. It also advocated for the development of an advanced human rights curriculum and opportunities for training in child protection during armed conflicts.

The recommendations include sharing the Sudanese Armed Forces’ experiences in international humanitarian law with other countries and promoting cooperation with the international community to advance
human rights. Ratifying outstanding international and regional treaties and actively participating in human rights forums were also highlighted.

Emphasizing the rule of law, separation of powers, and working with international organizations to provide specialized training were among the key points. The recommendations also call for reviewing and aligning national laws with international agreements, re-establishing the Constitutional Court, and participating in reconciliation processes.

Finally, increasing financial resources for human rights mechanisms, establishing a database for information management, combating hate speech, and promoting a culture of peace and tolerance within local communities were identified as crucial steps toward advancing human rights and international humanitarian law compliance.
