South Sudan: Natural Resources Management Specialist
Contract duration: 6 months with possibility of extension of extension subject to funding
Tasks and responsibilities:
The Natural Resource Officer will work under the overall supervision of the FAO Representative for South Sudan and the direct supervision of the Deputy FAO Representative. The Natural Resource Officer will collaborate with the Programme, Operations and Administrative Units and consult with the relevant Technical Units at FAO headquarters, RAF and SFE, and the Lead Technical Officer. Specifically, the incumbent will:
- Lead and be responsible for Natural Resource Management activities delivery;
- Advise FAO South Sudan on natural resource management and related conflict management for sustainable and equitable access and use, ensuring linkage between country level work and strategic programme 2 on "Making agriculture, forestry and fisheries more productive and sustainable" and strategic programme 5 on "Resilience to Shocks and Crises" and related delivery mechanisms;
- Provide technical advice and policy expertise on natural resource management, environment and climate change to support programming, policy development and regulatory frameworks in South Sudan, including agriculture, fisheries, livestock and conflict mitigation;
- Collaborate and liaise with the relevant regional platforms, including the FAO Resilience Team for Eastern Africa and IGAD.**
Specific functions **
Lead the implementation of the natural resources component (ensuring strong linkages with other components within the project and with other FAO projects, with the overall objective of:
Creating common basis of information to support natural resources dialogue and planning processes;
Improving equitable and sustainable access and utilization of natural resources;
Improving awareness and capacity for sustainable use and management of natural resources; and
Increasing people’s capacity to peacefully address natural resources based conflicts, engage with the governance systems and advocate for their rights.
Analyse constraints, drivers and enabling factors which hinder/enhance sustainable natural resource management in South Sudan;
Provide technical support/analysis to various natural resources, environment and climate change assessments, studies and initiatives, and provide technical backstopping to field projects;
Provide technical support to the formulation and implementation of projects and programmes related to climate change adaptation and climate resilience within multi-sectoral strategies and frameworks for sustainable agriculture and natural resources management;
Develop context-specific approaches, tools and activities and their integration into field projects for addressing natural resource management, energy access and climate change adaption, as well as associated natural resource-related conflicts, including conflict management and resolution aspects;
- Undertake community and partners’ capacity and training needs assessment for the development of training materials for improved community management of natural resources;
- Liaise/coordinate activities with NGOs, UN agencies and regional institutions, and explore possible synergies and opportunities for joint projects and programmes at the local, national and regional levels;
- Work with the relevant programmatic sectors to develop strategy documents linking to natural resource management, conflict mitigation and intercommunity dialogue and agro-pastoral livelihoods, value chain and market.
Security: Before starting the mission/travel, the consultant must find out in what security phase the country of assignment is in and what this implies for his/her own security. As soon as he/she arrives at the duty station, through the FAO Representation or directly, he/she must contact the designated UN security officer to be briefed on all the recommended security measures. In case this procedure is not properly applied, the consultant may not be covered under the Malicious Acts Insurance Policy.
Health: All consultants/PSAs, on duty travel, must accept responsibility for their health and well-being as part of their official duties and also on their return.
The following are the main responsibilities of the traveller:
- seek health advice, preferably four to six weeks before travel;
- comply with recommended vaccinations and other prescribed medication and health measures;
- ensure health precautions are taken before, during and after travel;
- obtain a physician's letter pertaining to any prescription medicines, syringes, etc. being carried;
- precaution to avoid transmitting any infectious disease to others during and after travel;
- report any illness on return, including information about all recent travel; and respect the host country and its population.
Expected Outputs: • Prepare a report on the constraints, drivers and enabling factors which hinder/enhance sustainable natural resource management in South Sudan; • Develop context-specific approaches, tools and activities and their integration into field projects for addressing natural resource management, energy access and climate change adaption, as well as associated natural resource-related conflicts, including conflict management and resolution aspects; • Prepare a community and partners’ capacity and training needs assessment for the development of training materials for improved community management of natural resources; • Strategy documents linking to natural resource management, conflict mitigation and intercommunity dialogue and agro-pastoral livelihoods, value chain and market developed. • End of assignment report.
Candidates should meet the following requirements: Minimum Requirements • Advanced university degree in natural resources management, social, environmental sciences, agriculture, forestry, ecology, biological sciences or related field. • Seven years of relevant experience in implementing natural resources management with demonstrated experience in climate change related issues for developing countries. • Working knowledge of English (Level C).

Technical/Functional Skills • Experience with emergencies and development initiatives in the Horn of Africa. • Demonstrated experience in the implementation of activities in collaboration with public and private sectors. • Experience in providing technical assistance to development strategies, policy and national governments and regional bodies. • Experience in project formulation, operation, implementation, budget execution and monitoring. • Demonstrated experience in dealing with senior government officials, development partners and other country stakeholders. • Experience in community based development and participatory approaches and in particular with grassroots associations and farmers groups.
