Prime Minister Endorses Recommendations of Higher Committee for Economic Emergency


Khartoum: Prime Minister and Chairman of the Higher Committee for Economic Emergency, Dr. Kamil Idris, has issued a decision endorsing the recommendations of the Higher Committee for Economic Emergency, pursuant to the provisions of the Constitutional Document for the Transitional Period of 2019, amended in 2025, Constitutional Decree No. (3) for 2025, Cabinet Decision No. (104) for 2021, and the deliberations of the committee’s meeting.

According to Sudan News Agency, the approved recommendations included confining the purchase and export of gold to the Central Bank of Sudan (CBoS). The Bank is committed to providing the required foreign currency for imports and will ensure strict monitoring of produced gold up to the export stage to prevent smuggling through illegal channels.

The recommendations also emphasized strengthening the role of anti-smuggling forces, equipping them with necessary means and enforcing relevant laws. It was decided that possession or storage of more than 150 grams of gold without of
ficial documentation would be considered smuggling.

Further stipulations were made for imports to proceed only under banking and commercial regulations, with a ban on shipping or entry of goods not meeting requirements. A national digital platform will be established to monitor imports and exports from foreign ports to Sudanese ports. The recommendations also include reviewing Cabinet Decision No. (154) for 2024 on car imports regulation and prohibiting unregulated imports through pallets.

The recommendations also call for a review of emergency orders and levies imposed by states on incoming goods to ease citizen burdens, revising export policies, removing obstacles to increasing exports, and ensuring their smooth flow.

The decision directed the Ministries of Cabinet Affairs, Federal Governance and Rural Development, Justice, Finance, Industry and Trade, Minerals, Digital Transformation and Communications, Culture, Information and Tourism, along with relevant bodies, to implement the necessary measures.
