Sabin Vaccine Institute Delivers Marburg Vaccines to Combat Outbreak in Rwanda

WASHINGTON, Oct. 05, 2024 (GLOBE NEWSWIRE) — The Sabin Vaccine Institute has provided its investigational Marburg vaccine to Rwanda to support the ongoing outbreak response. The initial shipment of approximately 700 vaccine doses will be used in a trial targeting frontline workers, including healthcare professionals who have been hardest hit by the deadly virus.

Sabin has entered into a clinical trial agreement with the Rwanda Biomedical Centre, the trial sponsor, to provide investigational doses for the Phase 2 rapid response open-label study. Per the approved protocol, approximately 700 high-risk adults, starting with health care providers, will be dosed at 6 clinical trial sites in Rwanda. Pending a request from Rwandan officials and authorization from BARDA, Sabin plans to supply additional vaccines.

Currently, there are no licensed vaccines or treatments for Marburg, which has a mortality rate of up to 88%. Sabin’s single-dose vaccine, based on the cAd3 platform, is in Phase 2 trials in Uganda and Kenya with no safety concerns reported to date. Results from Phase 1 clinical trials and nonclinical studies indicate that the vaccine is safe and elicits rapid, robust immune responses.

Rwanda declared the Marburg outbreak on September 27, and as of October 5, it had infected 46 people and claimed 12 lives. While most cases are among health workers in two facilities in Kigali, the capital, a smaller number are spread across a few other districts.

Sabin has been working directly with Rwandan officials and partners since the outbreak began to mount a response.

Once rare, Marburg virus disease outbreaks have surged in Africa in recent years, with incidents reported in 2023 in Tanzania (Rwanda’s neighbor) and Equatorial Guinea. Marburg belongs to the same virus family as Ebola and is transmitted from fruit bats to humans, spreading from person to person through contact with infected bodily fluids.

Sabin’s Phase 2 clinical trials for Marburg, which began last year, are currently monitoring participants in Uganda and Kenya, including younger (18-50 years) and older age groups (51-70 years). Interim results are expected next year, and Sabin also plans to launch a similar Phase 2 trial in the U.S. next year.

Sabin’s development program, which includes clinical trials and manufacturing of clinical trial material that have been leveraged in this donation, is supported by the Biomedical Advanced Research and Development Authority (BARDA), part of the Administration for Strategic Preparedness and Response within the U.S. Department of Health and Human Services, under multi-year contracts. BARDA has to date obligated $235 million to Sabin for advancing vaccine research and development against Sudan ebolavirus and Marburg virus diseases.

ECJ Ruling: EU, Member States Voice Unwavering Commitment to Strategic Partnership with Morocco


Brussels – The European Union (EU) and several member states have expressed their unwavering commitment to the Union’s strategic partnership with Morocco and their desire to further strengthen it, following the European Court of Justice (ECJ) rulings on the fishing and agricultural agreements between the bloc and the Kingdom.

European Commission President Ursula von der Leyen and EU High Representative Josep Borrell reaffirmed, in a joint statement, the EU’s commitment to preserving and strengthening close relations with Morocco in all areas, in line with the pacta sunt servanda principle.

This joint statement, a rare political act highlighting the importance of Morocco, emphasizes the significance of the EU’s partnership with Morocco. It reiterates the “high value” the EU places on its “long-standing, wide-opening, and deep” strategic partnership with Morocco.

The two officials also noted that the two parties have developed over the years “a profound friendship and a solid and multi-faceted cooperation, w
hich we intend to take to the next level in the coming weeks and months.”

Several EU countries followed suit, emphasizing the strategic nature of the Morocco-EU partnership.

In Madrid, Spanish Foreign Minister José Manuel Albares defended the “strategic partnership” with Morocco and the desire to maintain it, while expressing his government’s respect for the ECJ’s decision.

Albares stressed the importance of the strategic partnership between the EU and Morocco for both parties and the “benefits” it has brought to the fishing and agricultural sectors. He further affirmed that the Spanish government would continue “to work with the EU and Morocco to preserve and further develop this privileged relationship.”

Similarly, France reaffirmed its unwavering commitment to its exceptional partnership with Morocco and its determination to deepen it. In a statement, the French Ministry for Europe and Foreign Affairs emphasized that the relationship between the EU and Morocco is of strategic importance.

It affirmed t
hat Paris would continue working with its European partners to strengthen their exchanges, particularly economic ones, and to preserve the achievements of the partnership, in accordance with international law.

As President Emmanuel Macron wrote to His Majesty King Mohammed VI on the occasion of the Throne Day, France remains determined to support Morocco’s efforts towards the economic and social development of the Sahara for the benefit of local populations, the Quai d’Orsay added.

For its part, Hungary, which holds the rotating presidency of the EU Council, reiterated its constant position in favor of strengthening the strategic partnership between the EU and the Kingdom of Morocco, stating that this is “in our common interest.”

“We will continue to work to serve these interests by strengthening ties and expanding cooperation with Morocco into new areas,” said the Hungarian Ministry of Foreign Affairs and Trade in a statement, adding that Budapest is closely studying the ECJ ruling regarding the EU-Morocc
o fishing and agricultural agreements.

Belgium also reiterated its commitment to the strategic partnership between the European Union and Morocco and its dedication to continue working on deepening this relationship. It expressed its support for the joint declaration by the President of the European Commission and the EU High Representative on this matter.

“Belgium reaffirms its commitment to the friendship and strategic partnership between the EU and Morocco and will continue to work on deepening it,” said the Belgian Ministry of Foreign Affairs, Foreign Trade, and Development Cooperation on its X account.

In the same vein, Italy highlighted the “fundamental” strategic partnership between the EU and Morocco. “The strategic partnership is fundamental between the EU and Morocco, including in agriculture and fishing,” said Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation, Antonio Tajani, on his X account.

“The European Court should take this into account,” stressed the Italia
n Foreign Minister. “The Italian government, as I will reiterate during my visit to Rabat, seeks to further strengthen cooperation with Morocco, particularly in the fight against illegal immigration,” he added.

The Netherlands also reiterated their “strong commitment to the strategic partnership between the EU and Morocco,” emphasizing that the Netherlands supports the joint declaration by the President of the European Commission and the EU High Representative on the ECJ rulings.

Similarly, Finland reaffirmed its “strong commitment” to the strategic partnership between the EU and Morocco.

ECJ Ruling: Portugal Spotlights ‘Essential’ EU-Morocco Partnership


Lisbon – Portugal stressed on Saturday the ‘essential’ nature of the partnership between the European Union (EU) and Morocco, while reaffirming its willingness to work with European partners and institutions ‘to deepen it in all areas.’

‘Portugal considers the partnership between the European Union and Morocco to be essential, and will work with European partners and institutions to deepen it in all areas,’ said the Portuguese Foreign Ministry in a statement published on its official website.

Noting the rulings of the European Court of Justice (ECJ) on the fisheries and agricultural agreements between the EU and the Kingdom, the Portuguese ministry stressed that Lisbon and Rabat enjoy ‘a strategic partnership at bilateral level, marked by a long relationship of respect and friendship with great political, diplomatic and economic substance.’
