Answer – Granting market economy status to the People's Republic of China – E-001500/2016
The question at hand is not whether China is a market economy or not. It is whether, following the expiry of certain provisions of the protocol of accession of China to the World Trade Organisation (WTO), the EU should change its methodology to calculate dumping in anti-dumping investigations concerning China and if so, how. In this regard, the five technical criteria were established under EC law to evaluate progress towards a market economy, allowing the possible shortening of the fifteen years transition due to expire in 2016. However, this approach has not been applied.
All options are being duly assessed in the framework of the full impact assessment the Commission is conducting which includes a public online consultation (that was launched on 10 February 2016 and closed on 20 April 2016). This examination will include an analysis per sector and per Member State, covering in particular the potential impact on jobs.
