EU – Migration Limit of Bisphenol A in Certain ToysPreviously European Commission (EC) has submitted a draft amendment to the World Trade Organisation (WTO) of migration limited for Bisphenol A (BPA) in toys intend for children under 36 months or other toys intended to be placed in mouth. In early 2016, the WTO circulated notifications form the EU to regulate BPA in certain consumer products. European Food Safety Authority (EFSA) published a comprehensive re-evaluation of BPA exposure and toxicity in January 2015 when it reduced the TDI for BPA from 50 to 4 µg/kg bw/day. On 14th Nov 2016, in the meeting of EU toy safety, the committee passed the limit of BPA from 0.1 mg/l to 0.04mg/l for the toys under 36 months. It affected the BPA limit in EN 71-9. Here with some special notes and recommendations on combined inspections you can pay attention when apply it on your products so that you can use combined inspection wisely.Combined inspections may not be recommended for below items:New product itemsNew suppliersHigh value itemsComplex itemsPotential safety risk itemsSets of sales unit/itemsCombined inspections may have below possible limitations:Combine not more than 2 -3 similar items per report to avoid confusions and misunderstanding of contents.Maximum daily inspected sample size of a combined inspection is not suggested to be more than 200 samples or less depending on the product complexity, inspected on a pro-rata sample size basis.A combined inspection may require more than 1 man-day in some scenarios, depending on the product complexity and inspection criteria.Possible disadvantages of a combined inspection:No concrete AQL judgement on the combined items as samples are inspected on a pro-rata basis. A ‘Failed’ AQL result may not provide a fair judgment on the quality level of the combined items inspected, whether the failed result is mainly caused by a single item or both items. A client has to justify the acceptance of the failed shipment since a combined AQL result cannot be interpreted separately.Decrease the confidence level of defect finding owing to the smaller inspected sample size per item.A combined-style inspection may decrease the accuracy of an AQL inspection. The result findings therefore may not reflect truly the actual product quality per statistical process control as the respective corresponding sample sizes had been reduced and deviated from the normal AQL inspection practice.
